Achieving transformational change in a large police department does not happen overnight. As the Consent Decree envisions, it takes time, and it requires adherence to a rigorous, methodical reform process.
The draft Ninth-Year Monitoring Plan is the blueprint for the ninth year of that process. It provides a clear, detailed, structured framework for the steps that BPD and the City must take between February 2026 and February 2027 to move toward the goal of full and effective compliance with the Consent Decree.
The Monitoring Team, BPD, the City, and DOJ sought to obtain the community’s feedback on the draft of the Ninth-Year Monitoring Plan. The Monitoring Team would like to know whether community members and police officers believe the draft reflects the correct priorities based on both the requirements of the Consent Decree and the progress BPD has made in the last eight years of monitoring.
All members of the community were invited to share their views here through April 5, 2026.
